In Miami Outlaws, the first action to do is to break off the glass ahead of you. This allows for better shooting. You then need to shoot at the bad guys by left clicking on the computer's mouse. This requires you to aim directly at them. It takes several shots to kill any one bad guy. Thus, your bullets may finish up in the process.
